It runs in a north-south direction starting from Littlestown Pike and crosses Shipley Avenue, Sullivan Avenue, Stadium Drive, Winters Street, Ward Avenue, Hersh Avenue, Monroe Street, 40th Street, Union Street, Dutterer Way and Schoolhouse Avenue. It connects Carroll County and Westminster. Pennsylvania Avenue also exists in Dorchester County, Kent County, Cecil County, Baltimore County and Prince George's County.
