Perimeter Highway in Winnipeg, Cloutier Drive is a two-lane, asphalted, lit motorway (100 km/h, also known as Winnipeg By-Pass). The road has no sidewalks. There is no cycle path. It runs in a northeast-southwest direction and crosses Kenaston Boulevard, Rue Waverley Street, St. Anne's Road and Sumka Road and ends at Chemin Plessis Road, while the other end is a cul-de-sac. It connects St. Vital Perimeter South, La Barrière, Richmond Lakes, Cloutier Drive and St. Norbert. Perimeter Highway is also known as Winnipeg By-Pass. This road is part of the long-distance road "100". Perimeter Highway also exists in Dakota Crossing, Maple Grove Park, Fort Richmond and River Park South.
